Water Damage Help for Annapolis, MD and Nearby Communities

One call reaches a restoration company on both sides of the city line.

Water damage companies near Annapolis work under 2 sets of rules: the City of Annapolis inside its limits and Anne Arundel County outside them. Your water utility, your permit office, and your flood zone follow the property, not the mailing address. Ask which side of the line your address sits on when you call.

Each page lists the area's permit office, water and sewer source, flood zones, and ZIP codes.

Find Your Water and Sewer Provider on the Bill

Your water bill names your provider. Inside the city, the City of Annapolis Department of Public Works serves about 12,200 water accounts and 11,200 sewer accounts. The city's supply comes from 8 wells, 250 to 1,000 feet deep.

Outside the city, Anne Arundel County's 2023 water service map and 2024 sewer service map show whether a street has existing public service. Where the map shows no public service, the water comes from a private source. EPA lists the Sherwood Forest Water Company, for one, with 341 connections.

County map points sampled in Arnold show public water at 32 of 33 spots, and all 18 sampled in Mayo show none. In Crownsville, 23 of 39 sampled points show no public water and 24 show no public sewer.

Find Your Permit Office in State Parcel Records

State parcel records show your permit office: Maryland SDAT codes City of Annapolis parcels as town 001, and 15,857 parcels carry that code. Inside the city, the Department of Planning and Zoning takes permit applications through its Citizen Self Service portal.

Outside the city, the Anne Arundel County Department of Inspections and Permits takes building and trade permit applications and conducts the inspections. Edgewater and Riva, both on the South River, follow county permit rules. The Town of Highland Beach adds a $50 town zoning permit before the county permit, a step the Annapolis Neck page explains.

After a storm, check a contractor in the MHIC License Search, since Maryland lets only MHIC licensed contractors contract with homeowners for home improvement. Your restoration company confirms the permit office from the address and lists its MHIC license number on any repair contract, as Maryland requires. The water damage FAQ groups the permit questions in one place.

City Limits Versus Annapolis Mailing Addresses

Only parts of ZIP codes 21401 and 21403, plus a sliver of 21402, lie inside the City of Annapolis. Census records put 19% of the land in 21401 and 37% of the land in 21403 inside city limits.

ZIP codes 21405 and 21409 use Annapolis as the mailing city but hold no city land. State parcel data shows 8,439 parcels in 21409 and 403 in 21405, with none coded to the city.

That puts Sherwood Forest in 21405 and Cape St. Claire in 21409 under county permits and county utility maps. Ask your restoration company to check the parcel, not the ZIP, when you call.

Flood Zones From the Severn to the South River

Between the Severn and South rivers, 3% of City of Annapolis land lies in the 1% annual chance floodplain. FEMA maps for that floodplain took effect February 18, 2015. The city's zones include A, AE, and VE, where VE marks coastal areas with high velocity wave action.

The county's copy of the FEMA map shows AE and VE zones in Arnold, Cape St. Claire, Edgewater, Mayo, Riva, and Annapolis Neck. Crownsville shows A and AE zones on that map, with no VE zone.

Your restoration company treats seawater and rising river water as Category 3 under IICRC S500. FEMA says most homeowners policies exclude flood, and water leak cleanup covers the sources that are not flood.

Ask a restoration company serving Annapolis which permit office and utility cover your address and whether the property sits in a FEMA flood zone.
